JOHN "JAY" O'DONNELL
- PRESIDENT
Mr. John O’Donnell has 29 years of dedicated military and civilian service in administrative, aviation, intelligence operations and management activities. He is a retired commissioned officer with 15 years of Army Staff (ARSTAFF) experience. He has served in several leadership positions overseas and stateside. His ARSTAFF assignments include positions within the Deputy Chief of Staff for Operations and Plans (DCSOPS/G3), Office of the Chief of Legislative Liaison (OCLL), Deputy Chief of Staff for Programs/G8 and Assistant Secretary of the Army (Acquisition, Logistics, and Technology) (ASA/ALT).
ARTHUR "ART" RUPINEN
- DIRECTOR OF OPERATIONS
Mr. Rupinen is a retired Army officer who joined MDB Group, LLC in 2011 and has been MDB’s Director of Operations since 2015. He is a highly effective Intelligence, Surveillance, and Reconnaissance (ISR) program analyst and manager with 37 years of successful experience in Army, Joint and national intelligence organizations. Mr. Rupinen provides expertise in the Planning, Programming, Budgeting and Execution system and program management of ISR systems.

- PROGRAM MANAGER
John Kelleher has been the program manager on the MDB Group LLC HQDA G8 Force Development contract since April 2015. He served on active duty in the Army for 26 years in a variety of Corps of Engineers and Acquisition assignments to include program manager for generators and product director for special programs.
JOHN MICHAEL O’DONNELL
- EXECUTIVE ASSISTANT / MANAGEMENT ANALYST
John O’Donnell joined MDB Group LLC. In 2018 as the company’s management analyst and executive assistant. He has a Business Finance degree from West Virginia University. He currently resides in Falls Church, VA and enjoys playing golf on the weekends.

Ms. Jo-Ann Webber has over forty years of dedicated military and civilian service in security management, intelligence operations, and administrative and management activities. She is a retired commissioned officer having served in several leadership positions in Germany and the National Capital Region.
JOSEPH "JOE" O’CONNOR
- STRATEGIC PLANNER AND ADVISOR
Joe O’Connor is a certified Project Management Professional and an Army War College graduate with 42 years of tactical and strategic planning experience. Mr. O’Connor served 28 years in the Army as an Engineer Officer in plans and operations positions in battalions, Army Central Command Headquarters, the Joint Staff, and the DA Staff as a FA50 Force Manager.

COMPANY NEWS AND UPDATES
MDB participated in a charity home building in southern Kentucky
An MDB team member participated in a charity home building in southern Kentucky in June. The receiving family of five had a combined income of around $21,000 and lived in a trailer with significant mold, leaks, and electrical issues. Knights of Columbus from Church of the Nativity in Burke, VA partnered with the Appalachian Construction Crew based in Omaha, Nebraska to provide the funding and build a new home for the family over a period of two weeks. Weather cooperated, and teaming with a local electrical, heating/air conditioning and plumbing contractors, the team of 27 framed, sided, roofed and roughed in the interior of the house, to include drywall, in 5 ½ days. A finishing crew of nine completed all the drywall finishing, painting, hanging…
Community Svc Pictures from WPAGC and West Point Glee Club Joint Concert
Jim Johnson performed MDB Group Community Service performing with the Joint West Point Alumni and Cadet Glee Club concert performed on 26 March 2022. The day prior to the concert Jim and other West Point Alumni singers linked up with the West Point Cadets, conducted rehearsals and then broke into sponsor groups to take cadets home. Jim says the concert the next day had standing room only attendance which was gratifying to see as we sang at Floris United Methodist Church in Herndon, Virginia. Jim Johnson is our Senior Analyst supporting FDM in the Department of the Army Force Development Directorate.
July 2022 Announcements!
MDB was awarded the Special Operations Forces Enterprise Professional Services (SEPS) subcontract from Pueo-St. Michael’s Joint Venture, LLC. The SEPS contract is a single IDIQ award to the Pueo-St. Michael’s Joint Venture. The SEPS Scope provides day-to-day business operations support to the USSOCOM Enterprise (Engineering & Technical Management Support, Administrative & Other, Program Management, Professional Services. The SEPS Period of Performance is 5/17/22 – 5/16/27. MDB Group is very proud to be part of the Pueo-St. Michael’s Joint Venture team.
